<p>E-learning has become the protagonist for change and serve as an avenue for the creation, storing and sharing of knowledge among members of the university communities. This study sought to explore the deployment and adoption of e-learning to facilitate knowledge creation, storage and sharing in Ghanaian universities. The survey and mixed method research approach were used to collect data from stratified sampled respondents of the universities. The general population for this study comprised all the categories of the universities in Ghana: public and private. The study established that the awareness, adoption and usage of e-learning to facilitate knowledge management (creation, processing, sharing and storage) at the universities were very high. In addition, there were adequate technology and infrastructure to support the e-learning at the universities. The study also established that the e-learning systems have benefited and enhanced teaching and learning at the universities. Despite these, the study established that the universities encountered some challenges in the implementation and usage of the e-learning systems. <p>Universities are knowledge-based organisations. They are using knowledge as a key resource and for competitive advantage. Knowledge management practices seems to be suitable for universities because they possess the conducive environment and systems. This study sought to assess the extent to which KM was practiced at the universities and the mechanisms and initiatives implemented to promote KM processes at the universities. The study adopted the survey and mixed method research approach to collect data from 118 respondents from three universities in Ghana (public, private and professional). Questionnaires (consisting of blend of closed and open-ended questions) were used to collect primary data. The study established that despite the high presence of knowledge management processes (acquisition, creation, sharing and retention) at the universities, the practice was more effective at the private university than the professional and public universities respectively. These KM processes improved efficiency, effectiveness, decision-making capabilities. <p>This transformation is a place where there are unbelievable uncertainty transition and controversy. This transformation will change the relationship between individuals to individuals, governments to governments and institutions to institutions that will affect the global national and local system of the governance system and way of living.</p>
<p>The shaping of the future of the media, information and entertainment world will also be a new phenomenon in the era of the fourth industrial revolution (4thIR). This new form can’t be untouched our community radio. So the question is what will be the impact of the fourth industrial revolution in our community radio and how community radio will survive?</p>
<p>Community Radio has to face new challenges in the era of the 4th Industrial revolution. Meanwhile, the effect has been started on the Community Radios. Day by day the numbers of listeners are decreasing. The listeners are interested in video contents. Next 2 or 3 years the listeners will be interested to watch video contents with increasing 95 percent instead of audio content. 5G is prevailing in the country. Digital broadcasting has to be undertaken for Community Radio.</p>
<p>The rural community will mostly be affected by the 4th Industrial revolution. Due to technological development, the employment opportunity in the agricultural sector will be reduced gradually and there will be a change in the production system. Under these circumstances, the Community Radios will have to think and broadcast programs for increasing education, creativity, and new skills of the listeners and upgrading their skills which apply to the modern age.</p>
<p>We believe that for increasing participatory education, creativity and skills of the rural community online Community Television will be established side by side Community Radio for addressing the fourth industrial revolution. Community Radio will help to online Community Television and online television will help to Community Radio.</p>
<p>For addressing the challenges of the fourth industrial revolution we should realize the issue in a justified manner for the existence of the broadcasting of Community Radio is essential. Side by side we should adapt to the issue and welcome fourth industrial revolution.</p>

<p>a. Immediately start for online Community Television side by side of Community Radio</p>
<p>b. Immediate action for internet-based broadcasting of Community Radio and live broadcasting of community radio through internet & through Facebook, Twitter, and YouTube. Provide training for all Community broadcasters for re-skilling and up-grading of their knowledge, skills, and attitude.</p>

International Telecommunication Union (ITU) announced 90 Champions of the prestigious World Summit on the Information Society (WSIS) Prizes contest while the 18 Winners, out of these 90 Champions.</p>

<p style="font-weight: 400;">UN WSIS Prizes is a unique international contest developed in response to requests from the WSIS stakeholders to create an effective mechanism to evaluate and recognize individuals, governments, civil society, local, regional and international agencies, research institutions and private-sector companies for outstanding success in implementing development-oriented strategies that leverage the power of ICTs as an enabler of the development. WSIS Prizes has been recognizing remarkable efforts made by entities and organizations from around the globe that focus on accelerating the socio-economic progress of the whole world as a community. The contest was held for the first time in 2012 and rapidly gained attention and popularity within the ICT for Development (ICT4D) community.</p>
<p style="font-weight: 400;">Building upon the outcomes of the United Nations General Assembly Overall Review on WSIS as well as the 2030 Agenda for Sustainable Development, the WSIS Prizes 2016 reflect close linkages with achieving the Sustainable Development Goals (SDGs). The WSIS Prizes contest serves as the platform for identifying and showcasing the success stories across the WSIS Action Lines defined in the Geneva Plan of Action and SDGs. It also provides us with models that can be replicated in the interests of empowering the community at the local level, providing everyone with an opportunity to participate in the contest and, most importantly, recognizing the efforts made by stakeholders to contribute to the development of society and their commitment to achievement of both the WSIS goals and SDGs.</p>
<p style="font-weight: 400;">BNNRC is in Special Consultative Status with the Economic and Social Council (ECOSOC) accredited with World Summit on the Information Society (WSIS) of the United Nations. BNNRC’s approach to media development is both knowledge-driven and context-sensitive, and it takes into account the challenges and opportunities created by the rapidly changing media environment in Bangladesh including community radio development giving voices for the voiceless.</p>
