Background
Housed at the International Labour Organization's Social Finance Programme, the Microinsurance Innovation Facility seeks to increase the availability of quality insurance for the developing world’s low-income families to help them guard against risk and overcome poverty. Launched in 2008 with the support of a grant from the Bill & Melinda Gates Foundation, the Facility has actively stimulated microinsurance development in poor countries around the world through three main activities: innovation grants, research projects, and capacity building projects. The focus of these activities is to learn about microinsurance so these lessons can be shared with the broader microinsurance sector.
The Facility developed a training module on “Market research for microinsurance” for face-to-face training in 2013. The training is comprised of 12 modules and is delivered using adult-learning methodologies to microinsurance practitioners over a period of 4 days (with a 1-day field visit included). The training materials comprise of a full training guide, set of slides for the 12 modules, and relevant participant hand outs.
Objectives
As part of its objective of delivering capacity building activities to a broader audience, the Facility is looking at offering this training using a blended-learning approach. With this call for proposals, we seek to identify an instructional designer who can work with the Facility team and subject matter experts to leverage the existing training module and arrive at a set of storyboards that can be converted into electronic courseware.
Terms of reference
Specifically, the following are the tasks the instructional designer should perform:
Deliverables
Storyboard for 11 modules of around 15-30 minutes each (the 12th session is the field work, the design of which will be retained). Storyboards should include practice and assessment tests and discussion topics/questions.
Project duration
The project is expected to be completed over a period of three months, from mid-February to mid-May at the latest, with first draft of storyboards submitted on a per module basis as they are finished and with all modules ideally completed by mid-April.
Elements of the Proposal
Bidders will be required to submit a financial and a technical proposal. Proposals arriving after the prescribed deadline for submission of Proposals will not be considered.

The bidder is required to provide a detailed price proposal for the project according to the scope of works. The price should be quoted in US Dollars.
Cost of Proposal
The bidder shall bear all costs associated with the preparation and submission of this proposal and the Facility will in no case be held responsible or liable for these costs, regardless of the conduct or outcome of the proposal process.
Clarifications on Proposal Document and Further Information
The interested bidders may contact microinsuranceknowledge@ilo.org during the period specified above for more information about the existing face-to-face training module. Once provided, any such request shall not be entertained and it shall be presumed that the bidder has completely understood the requirement and quoted the price considering the same.
Submission of Proposals & Close of Proposal
Proposals must be sent to the Facility at microinsuranceknowledge@ilo.org and received in one email containing the financial proposal and the technical proposal, with the full name and contact details of the bidder.
This proposal will close by 15th February at 12h00 CET (Geneva time).
The Facility reserves the right to decline acceptance of any or all proposals during this proposal call.
