Chief of Party, Water Sector Communication & Knowledge Management Project

ME&A is an international development firm that is committed to providing creative solutions for economic development and social progress throughout the world.  Since 2006, ME&A has provided broad-based support to the USAID Water Office under the Water Tracking, Estimating, and Reporting Support (WaTERS) Program that provided support for: 1) accessing and managing USAID water and coastal resources management information; 2) providing technical support for analysis and reporting; 3) accessing technical information relating to water and coastal resources; and, 4) knowledge management activities.

The Water Sector Communication and Knowledge Management (WS/CKM) Program is a follow-on task order that builds upon the successes of the WaTERS Program.  This project has a strong emphasis on knowledge management in order to meet the rapidly increasing needs of the Agency for effective programs in water productivity, water resources management, and water supply, sanitation, and hygiene activities. 

Principal Duties and Responsibilities

ME&A is seeking a highly-qualified Chief of Party/Program Manager with strong experience in water and expertise in knowledge management.  The COP works closely with USAID’s Water Office and manages the dynamic and talented Water Sector Communication and Knowledge Management (WS/CKM) Program team to support of the USAID Water Office’s programming in the developing world.     

Specific duties and responsibilities include:

  1. Provide proactive technical and thought leadership for program’s knowledge management strategy and associated activities.
  2. Lead the development of annual program work plans with appropriate program team and USAID staff.
  3. Liaise with USAID Water Office points of contact to coordinate program activities.
  4. Oversee production processes with team leaders and finalize program outputs.
  5. Manage the recruitment, training, and management of staff and consultants.
  6. Oversee all matters relating to the task order contract.
  7. Manage overall program budget and review invoices to USAID.
  8. Report, track, and manage program activity and use of LOE to COR regularly.
  9. Submit quarterly reports to USAID.
  10. Coordinate with sub-contractors and vendors for the provision of services and products.
  11. Ensure adherence to USAID and ME&A policies and procedures.

Qualifications: 

  1. Masters degree in information sciences, water resources, public health, social sciences, environmental management, or equivalent combination of education and work experience.
  2. Three or more years of project management experience.
  3. Demonstrated leadership, management, analytical, and organizational skills.
  4. Ability to meet short deadlines and function in high pressure situations.
  5. Minimum of two to four years of relevant experience in leading knowledge management activities required, preferably in an organization working in the international development arena.
  6. Two to three years of experience in developing countries, water resources management preferred.
  7. Experience with USAID and knowledge of their operations preferred.
  8. Exceptional writing, editing, and proofreading skills required.
  9. Ability to work both independently and as part of a team.
