DETAILS OF THE PROJECT:

 

Conceptualizing the shift of IARC Knowledge Products to an integrated electronic platform

 

  1. A.            Introduction

The objective of the International Agency for Research on Cancer (IARC) is to conduct and promote international collaboration in cancer research. The Agency is inter-disciplinary, bringing together skills in epidemiology, laboratory sciences and biostatistics to identify the causes of cancer so that preventive measures may be adopted and the burden of disease and associated suffering reduced. A significant feature of IARC is its expertise in coordinating research across countries and organizations; its independent role as an international organization facilitates this activity. The Agency has a particular interest in conducting research in low- and middle-income countries through partnerships and collaborations with researchers in these regions. The Agency strives to contribute towards increased capacity of low- and middle-income countries in the cancer research domain through increased access to information, training activities and scientific collaborations.

A major role of the Agency is to disseminate scientific information about the causes of human cancer, mechanisms of carcinogenesis, and the prevention of cancer throughout the world. IARC publishes high-quality scientific publication series, which contribute greatly to the Agency’s branding and visibility. The IARC Scientific Publications series totals 163 titles to date; the IARC Monographs series includes 103 volumes to date; the WHO Classification of Tumours series, prepared by IARC’s Molecular Pathology Section, is currently developing its fourth 12-volume edition; and IARC is about to rejuvenate its Handbooks of Cancer Prevention series.

IARC also has an important role in describing the burden of cancer worldwide, through co-operation with and assistance to cancer registries and in monitoring geographical variations and trends over time. Key publications include the Cancer Incidence in Five Continents series and GLOBOCAN.

Currently most of IARC’s publications are distributed in print form, with several new editions now converted to PDF for distribution on our website. Other resources, such as cancer burden data, are accessible to the public through web interfaces. In all cases the Agency strives to make its findings available to the widest possible audience.

 

  1. B.            Objectives of the Consultancy

Recognizing the changing global media landscape, which includes a shift from print publications to digital editions, and the potential benefits of taking advantage of emerging technologies, the Agency has decided to invest dedicated resources towards exploring a move to a cross- or multi-platform communication system and production workflow that can create and disseminate in-house publications and other types of information directed to a defined audience segment with specific attention to penetration into low- and middle-income countries with medium-speed internet and smart phone connections

This consultancy is intended to:

-          provide detailed options for the multi-platform delivery of public-facing content in an integrated online system

-          present a draft business plan and architecture/infrastructure diagram to implement the agreed option including recommended marketing, costing structure, dissemination and outreach mechanisms, models and tools.

 

  1. C.            Methodology

The full consultancy is expected to take three months during which time the consultant would be expected to be present at IARC for sufficient time to hold in-depth consultations with relevant staff to gain a full understanding of the Agency’s existing publications and information sharing business model and potential future models under consideration. These consultations could take the form of individual or group meetings, with the potential of organizing a half-day workshop with relevant staff if required.  The consultant will also be directed to collaborators or key beneficiaries of IARC publications/information and will be expected to find other means to capture the demand dimensions of IARC knowledge products. 

 

  1. D.           Expected Results

During the course of the consultancy and not later than two months after the start of the assignment, the consultant will present an initial report outlining potential options illustrating a new business model for the online delivery of publications and information to IARC management for deliberation.

The initial draft report should include:

a)      Overview of the Agency’s existing publications and information sharing business model;

b)      Pros, cons, assumptions and risk analysis for each proposed option (options can be broken into multiple segments if required for analysis and options); and

c)       Foreseeable implementation workflow, timelines and estimated cost (hardware, software, skill requirements, etc.) associated with the recommended business model.

 

Following the presentation of this report, IARC management will indicate which option to explore in detail.

The final report delivered at the end of the consultancy, will be a comprehensive and detailed business plan for the Agency’s publications and public-facing information. The plan will be prepared in project format, including the following sections:

a)      Context;

b)      Overview of first report;

c)       Detailed business plan to implement agreed option including recommended marketing, dissemination, and outreach mechanisms and tools;

d)      Assessment of potential short- or long-term capacity requirements at the Agency to implement and manage the new mechanism and tools (with draft terms of reference or product specifications as required);

e)      Risks and mitigation measures;

f)       Key benchmarks and indicators;

g)      Estimated resource requirements for implementation of the new option and its continued management;

h)      Suggested timeline and deliverables for implementation of the plan.

 

 

MINIMUM QUALIFICATIONS REQUIRED

 

EDUCATION

Advanced university degree in a relevant field.

 

SKILLS AND COMPETENCIES

Ability to appreciate various types of markets, specifically in relation to IARC’s mandate to support low- and middle-income countries.  Excellent knowledge of English is essential.

 

EXPERIENCE 

At least six years of experience developing and implementing multi-channel and multi-platform digital communication campaigns and strategies. Experience in planning and implementing online marketing campaigns and strategies directed to international markets. Experience with academic audiences would be an asset.
