ARF PROFESSIONAL DISCIPLINE CATEGORY AND JOB LEVEL: Discipline C, Job Level 4

Background

 

The Education Resource Facility (ERF) was established in 2009 and will be extended until 2015. ERF is managed by GRM International Pty Ltd through a Program Office located in Canberra, Australia, under a consortium arrangement with the Australian Council for Education Research (ACER) and CfBT Education Trust (CfBT) as technical partners. The ERF team reports directly to the DFAT Australian Aid Program Education Thematic Group (ETG).

 

The ERF is an Australian Aid Program-funded initiative designed to provide specialist technical support to their education program. The ERF provides a mix of advisory, analytical / research and professional development support for Australian Aid Program staff at country Posts and across other areas of the program.

 

The ERF has now been requested to develop a Knowledge Management (KM) Program, that will focus on making the body of ERF’s knowledge work accessible and available for DFAT staff in the future, improve the evidence base for DFAT’s work in the sector, and establish the legacy of the ERF’s six-year engagement with ETG and country programs.

 

The objectives of the KM Program are:

  • To understand the      current knowledge-seeking and usage practices within the education COP
  • To produce an      encyclopedic resource of ERF’s six-years of education-related outputs
  • To enable DFAT (both      ETG and program) staff to have access to and ability to search, navigate      and locate key content within the ERF’s body of outputs
  • To identify and      summarise in short discussion/synthesis papers key trends, lessons learnt      and examples of best practice from ERF’s accumulated explicit and tacit      knowledge

 

Responsibilities

 

The purpose of this assignment is to provide technical input into the ERF’s Knowledge Management (KM) Program, in collaboration with the ERF team and ETG staff members, via a Program Steering Committee. The KM Specialist will be responsible for achieving the objectives of the Program, and for specific outputs detailed below.

 

The position will be essentially part-time, with an average of 11 days input per month over 11 months (March 2014-February 2015).

 

Qualifications and Experience

 

Qualifications and knowledge

  • Specialist knowledge      of education and international development
  • Postgraduate      qualification in communications, information science, or international      development
  • Demonstrated record of      knowledge management design and implementation of strategies for a range      of audiences
  • Broad up-to-date      knowledge of current thinking and practice of knowledge management for      evidence-based decision-making

Experience and skills

  • Extensive knowledge      and experience (minimum 10 years) in a professional environment with a      strong emphasis on research communications and/or knowledge translation      for decision-making and technical capacity building
  • Strong quantitative      and qualitative analytical skills
  • Excellent all-round      communication skills, including the ability to tailor material for      different formats and purposes, and communicate specialist knowledge in      Plain English and jargon-free language
  • Leadership skills with      ability to supervise, mentor and motivate individual team members
  • Previous experience of      working with development agencies is desirable.
