Background

The Development Operations Coordination Office (DOCO) brings together the UN development system to promote change and innovation to deliver together on sustainable development. DOCO works under the leadership of the UNDG Chair and guidance of the UNDG. The team provides field evidence to inform policy, facilitates the achievement of shared results, and promotes excellence in UN leadership and coordination. The core objective is a relevant and impactful UN contribution to development.

DOCO works in close collaboration with the development, peace building, humanitarian, human rights and administration arms of the UN and its partners, to ensure teamed-up efforts and results through the following:

  • Ideas, analysis and advocacy on the common normative and operational agenda, including on integrated development policy;
  • Develop and quality assure UNDG programme and operations methodology and instruments for shared results;
  • Enable and support UN development system coordination mechanisms at country and regional levels;
  • Support and share useful field practices on coordination and coherence, that result in improved UN system effectiveness and impact;
  • Support the UNDG Chair, regional UNDG Chairs, ASG Advisory Group and the UN Resident Coordinators in the discharge of their leadership and coordination responsibilities;
  • Manage and facilitate inter-agency networks of expertise and knowledge sharing as needed.

The Team Leader Knowledge Management and Monitoring & Evaluation is a senior member of the DOCO management team. Under the overall guidance and general supervision of the Deputy Director, the Team Leader, Knowledge Management and Monitoring & Evaluation is responsible for strategic leadership and management of the Knowledge Management Unit. This is the unit that leads on the development, implementation, update and enhancement of the knowledge management and communication systems for DOCO, as well as across the UNDG. The focus is to gather, analyze, disseminate and communicate evidence, lessons learned and useful practices on regional and country coordination and to help build the capacity of UNDG,UNCTs and RCs in these areas, to support the achievement of UNDG strategic priorities and report on results achieved.

Duties and Responsibilities

Strategic planning and implementation of knowledge management systems

  • In close consultation and collaboration with colleagues in other DOCO teams, develop the DOCO strategic plan for knowledge management systems, guidelines, methods and tools in response to the expressed needs of UNDG, DOCO colleagues and clients/stakeholders for collecting and tracking information to assess the implementation of UNDG strategic priorities and operational guidance, and results achieved;
  • In close consultation and collaboration with colleagues in other DOCO teams, develop strategies, tools and approaches to facilitate UNCTs access to expertise, lessons learned, good practices and practical examples, in response to expressed needs;
  • Oversee the roll out, advocate for adoption, plan training needs and guide the implementation of knowledge management systems, methods and tools. Evaluate feedback to assess efficacy and determine need for enhancement and update to meet needs of clients and stakeholders;
  • Evaluate and report on the delivery and usage of knowledge management systems;
  • Provide oversight and management of the UN Coordination Practice Network (CPN) platform and its workspace, serving as UN Coordination Practice Manager;
  • Participate in global and/or regional events on knowledge management services/practices to contribute to strategic discussion and planning for promoting and enhancing knowledge and to keep abreast on opportunities for improvement;
  • Provide strategic oversight and guidance to the work of DOCO in support of “Communicating as One”, working with the UNCTs;
  • Provide strategic guidance on the management and development of the UNDG.org website and related UNDG managed websites.

Team Management

  • Establish the Unit work plan; determine priorities, timelines and results, including individual performance objectives ensuring alignment with FST and DOCO work plans. Oversee progress in the implementation to ensure delivery of results according to standards and objectives. Take timely decision to ensure objectives are met;
  • Provide technical guidance and supervision to the Team, promote team-building/approaches/synergy, build staff capacity and encourage excellence in performance;
  • Determine the resources required (financial, human, etc) and provide input in the budget preparation process. Manage allotments for optimum use and to ensure compliance with organizational rules, regulations, policies and procedures and integrity of and transparency;
  • Identify and recruit technical resources, consultants and other services, establish the TOR and oversee and supervise delivery of quality results;
  • As Team Leader and a member of the senior management team in DOCO, demonstrate leadership in advancing DOCO’s strategic results and ensuring an empowered and motivated team in DOCO.

Advisory support and technical guidance

  • Design and develop knowledge management systems strategies and mechanisms for capturing, tracking, evaluating and disseminating knowledge and information at the regional and country levels for implementing the UNDG’s strategic priorities and M&A system;
  • Provide advice to DOCO colleagues in identifying and/or developing mechanisms to ensure the optimum use of knowledge management methods and tools for monitoring, capturing and evaluating feedback from the Regional UNDG Teams and UNCTs on the efficacy and efficiency of policy, guidance and tools in improving the quality of UNDG coordination;
  • Provide technical oversight and advice of the work of the Knowledge Management Specialist in the Human Rights Unit;
  • Establish and reinforce the systematic collection, storage, maintenance, analysis, and dissemination of evidence relating to UNDG strategic priorities, and work plan, and coordination practices at the regional and country levels; and provide technical advice and operational guidance to Regional UNDG Teams and UNCTs to ensure optimum benefit from the knowledge system;
  • Establish and document technical requirements for database systems, information access and retrieval mechanisms, and information sharing protocols between and among UNDG member agencies and stakeholders, and collaborate with internal or external specialists or service providers to acquire hardware/software resources as appropriate to meet DOCO and UNDG knowledge management requirements.

Advocacy and alliance building

  • Promote the effective use of knowledge management methods and tools through systematic communication, consultation and collaboration to maintain a UNDG and DOCO system that provides up-to-date information on knowledge, precedents, innovations and lessons learned on coordination practices;
  • Establish close partnership and alliances with knowledge management specialists externally and within the UN system agencies and other networks to take advantage of opportunities for coordination, collaboration and harmonization of activities and approaches;
  • Represent DOCO in interagency and other external forums pertaining to knowledge management to establish collaboration with relevant entities, and advocate and encourage timely and seamless information sharing across organizational and institutional boundaries;
  • Establish and maintain professional networks with key Knowledge Management and M&E professionals in both the public and private sectors, in addition to the UN, and facilitate engagement with DOCO Director and Deputy Director as required.

Capacity Development

  • Design and/or serve as technical resource expert for training activities for DOCO staff and partner organizations on up-to-date knowledge management systems and information sharing protocols, including on social media, to ensure that clients and stakeholders are fully conversant in the use of these systems;
  • Provide ongoing advice, assistance, and technical support for problems or issues associated with KM systems and Communicating as One requirements;
  • Oversee the effective application of knowledge management systems and procedures in DOCO and evaluate and/or recommend improvements.

Impact of Results:

The successful design and implementation of the knowledge management processes, methods and systems will improve the quality, effectiveness of knowledge services to UNDG, DOCO, RCs and UNCTs and consequently in the implementation of the UNDG strategic priorities and M & A framework and future strategic work planning.

Required Skills and Experience

Education:

  • An advanced University degree in information, communication, IT or other related field in knowledge management and development is required.

Experience: 

  • At least 10 years of overall relevant professional experience, including in knowledge management. Experience in developing/managing knowledge management systems/programmes;
  • Experience in Multilateral Organizations with managerial responsibilities
  • Experience with complex communication strategies – with emphasis on evidence based communications to showcase development results and impact;
  • Experience in supporting and advising complex or large organizations on Knowledge Management.

Language Requirements: 

  • Fluency in oral and written English is required;
  • Proficiency in another UN working language is desirable.
