The World Bank as a Knowledge Bank: beyond Deaton.

The paper, presented to the London International Development Centre in April 2008 [the date of 2004 on the text is wrong] by Elise van Waeyenberge of SOAS, seeks to assess the direction of World Bank research and its effect on policy and advocacy, in the light of the evaluation exercise led by Angus Deaton (2006). Section 2 sums up the essential failures of Deaton, much in line with Fine (2008). Section 3 takes a closer look at Deaton’s assessment of the Bank’s aid effectiveness research. The imperative transpires to situate the latter in the context of the broader aid literature (scholarship) and the Bank’s rhetoric and policy, and changes therein. Deaton, nevertheless, barely touches upon these. Section 4 documents the ascent of the idea of a Knowledge Bank, and section 5 proceeds to an extensive mapping of its knowledge role. This puts the remit of the Deaton exercise in perspective and highlights the much broader knowledge endeavour the Bank engages in, with significant implications for advocacy and policy. Section 6 concludes seeking to tease out implications for the specific institutional context within which this seminar series is taking place.

Communication for development

Strengthening humanitarian networks: Applying the network functions approach

This note by Ben Ramalingam (ALNAP), Enrique Mendizabal (ODI) and Ed Schenkenberg van Mierop (ICVA) offers a simple, flexible and powerful methodology — the network functions approach (NFA) — that can be applied to analyse and strengthen humanitarian and development networks. Based on research undertaken at ODI and elsewhere, the NFA suggests there are six overlapping functions that different networks perform in varying combinations. Through reflection on a network’s current activities and how they relate to each of these functions, the NFA helps those facilitating, acting within or supporting networks to work towards an ‘ideal’ functional mix. The aim is for network strategies to be honed, thinking clarified, activities sharpened and ultimately, humanitarian performance improved.

1 year temporary position beginning 1st January 2008

UNICEF Supply Division is currently looking for a Knowledge Management Officer for a temporary fixed-term assignment for one year, to support the Knowledge Management Unit in the Director’s Office.

 

TERMS OF REFERENCE

Reporting to the Communication Officer, the candidate will assist in the planning, implementation and monitoring of Supply Division’s Communication and Knowledge Management strategies. The main duties of the job are:

· Assist in the development of Communication and Knowledge Management (KM) strategies for Supply Division (SD).

· Identify relevant innovations and best practices in the areas of Internal Communication(IC) and Knowledge Management and propose solutions relevant to the SD’s business needs.

· Network and collaborate to establish internal and external exchange on KM tools and practices.

· Help identify and generate relevant monitoring indicators for the monitoring of SD IC and KM strategies.

· Synthesize and simplify technical information about IC and KM and communicate them to a wider group of users to facilitate appropriate introduction and usage of new Information Technology tools and techniques.

· Advise users on the pros-cons of different communication and knowledge management web tools, and help them develop solutions to fit their business needs.

· Develop tailored training curricula and train SD staff members on web-related tools and best practices in the areas of external and internal communication and KM.

· Liaise with Division of Communication (New York) web team, Information Technology Division (New York) and Information Technology Centre (Copenhagen) on technical and development matters.

· Assists in conceptualising and developing special projects on the web and other electronic media (interactive features, online presentations, online reports and publications, CD ROMs, etc).

· Performs other duties and assist colleagues to support the work of the Knowledge Management Unit.

Qualifications and experience:

· University degree in Communication, Media, Communication for Development or similar with knowledge of web-communication and Information Communication Technologies.

· Minimum 4 years experience working in communication in developing, implementing and monitoring (Internal) Communication Strategy at International level.

· Familiarity with UN environment.

· Fluency in English.

· Working knowledge of another UN language an asset.

The successful candidate should possess the following competencies:

· Sound knowledge and understanding of current communication theories, KM concepts and practices and relevant research and analysis methodologies.

· Proficiency in the use of electronic information systems and networks as effective communication tools.

· Ability to work with minimal supervision and manage workload on multiple projects.

· Ability to work in a team and collaborate with colleagues from other division/offices.

· Good sense of customer service.

NOTE: Projected incumbency 1 January 2008, subject to availability of funding and medically certified by UN Medical Services.

Supply Division is responsible for overseeing UNICEF’s global procurement and logistics operation, and for making sure that procurement by every Country Office follows all organizational regulations and ethical standards.
