ISCB Is an initiative of the Tunisian Association for scientific research assistance over the net Atars'net As an immediate follow up action of the seminar,Within the ICT 4 All Forum that was held on 24 – 25 Nov. 2009 in Hammamet – Tunisia, the Tunisian Association for scientific research assistance over the net Atars'net and the International Centre for Science and High Technology of the United Nations Industrial Development Organization (ICS-UNIDO) organized a thematic seminar on 23 November 2009 on: “E-learning on high technology and science for Developing Countries Strategy and synergies “.
And all participants agreed on the Establishment of a Global Network « ICT’s for scientific capacities building”

The Tunisian association ATARS’NET has been chosen as the coordinator of this network.

The objectives of this network are as follows:

- Creating a center of excellence for knowledge sharing
- Contribution to the achievement of the Millennium Development Goals (MDGs): Situation & perspectives worldwide
- Contribution to the approximation of scientists worldwide: creation of a scientific gateway between developing and developed countries

In parallel with this seminar, the association’s President lunched several one to one meetings in coordination with forum’s guests, and had discussed with them the project of establishing this network which witnessed a praiseworfly approval.
