Here's a take on Knowledge management for development, especially in relation to openness in development.

I don't know that it covers the concerns of this community, yet... what's it missing?

Either having enthusiastic people sharing their knowledge, or finding existing writings license appropriately (compatible Creative Commons license - see http://www.appropedia.org/An_Introduction_to_Creative_Commons ) will work wonderfully.
