Background

Based on its success in using and promoting online knowledge networks over the past ten years, the United Nations Development Programme renewed its strong commitment to effective Knowledge Management in 2009 by implementing an updated corporate Knowledge Strategy for the organisation. A significant element of that strategy was the conceptualization and development of an extranet platform for use by UNDP’s staff and consultants globally, and for invited UN and external partners. The platform, known as Teamworks, was developed over a period of two years and launched formally in November 2010.

Teamworks is a secure, globally available Web 2.0 Extranet platform that will enable UNDP to leverage the collective knowledge of communities, individuals, programmes and projects and engage with partner UN agencies and selected non-UN partners in secure online exchange. Teamworks ensures global distribution of knowledge, while also giving users the capacity for identifying and connecting with peers and partners wherever they are located, as well as for contextualizing, sharing and finding knowledge when it’s needed.

Whilst the use of social media has already brought significant positive impacts for businesses and organizations all over the world, Teamworks will offer the first ever opportunity not just for UNDP but for all UN staff to collaborate in their work in a single, secure online environment.
Since the implementation of Teamworks forms a large part of UNDP’s Knowledge Management Strategy and is therefore a major corporate effort, the Knowledge Management Group, Bureau for Development Policy wishes to use the services of a Strategy and Communications Specialist to advise and assist on all advocacy matters related to the implementation and roll-out of Teamworks, including updating strategy recommendations on business processes in view of the new technologies now available to the organisation. This will contribute to the change management efforts already underway.

Information on financial proposal for Individual Consultants
Applicants are requested to indicate their daily fee in United States Dollars. The daily fee is all-inclusive and shall take into account all expenses incurred by the consultant/contractor during the contract period such as:

  • Consultant daily rate.
  • Health insurance as applicable.
  • Any other relevant expenses related to the performance of services under the IC.

Evaluation of applicants

Applicants will be evaluated based on a best value for money approach, which takes into account a combination of the applicants’ qualifications and experience, and their financial proposal.  The financial proposal accounts for 30% of the total evaluation score.

Type of contract

This procurement process will result in the issue of a retainer contract for a period of 12 months, renewable for up to two more years based on satisfactory performance. The retainer contract specifies the unit price (daily fee) and schedule of services to be rendered and creates a firm commitment on both parties, with UNDP providing a financial commitment while the consultant/contractor provides a commitment of availability for satisfactory and timely completion of deliverables. Practical arrangements relating to the retainer contract can be negotiated between UNDP and the selected candidate prior to signature of a contract.

 

Duties and Responsibilities

Under the supervision of the Knowledge Management Director, the consultant will:

  • Lead the process of updating a range of project documentation, including the Knowledge Strategy 2009-2011.
  • Draft substantive materials, including for training and communications purposes, on knowledge management and Teamworks.
  • Draft corporate documents and responses as needed for a range of different audiences including UNDP’s Executive Office and Communications Office
  • Review and edit official documents prepared by members of the KM Group, as required.
  • Draft and continually update all communication text for internal and external-facing media, including the intranet, extranet (Teamworks) and internet.
  • Draft a range of digital communication material for use in promoting the Knowledge Strategy and Teamworks within UNDP, to the wider UN system and to external partners.
  • Conduct advocacy for Teamworks in a range of different meetings, both internal to UNDP and externally in the wider UN System.
  • Prepare substantive materials in support of a knowledge management global event taking place in mid-2011.
  • Other tasks as advised by the supervisor.

  • Sound editorial and journalistic judgment as well as political sensitivities in the UN context;

  • Ability to speak clearly and convincingly, demonstrating strong presentation skills in meetings and other group situations;
  • Ability to listen actively, acknowledging and responding constructively to points of view put forward by others;
  • Excellent networking capabilities;
  • Excellent computer skills;
  • Strong editing skills;

 

Required Skills and Experience

Education:

  • Masters degree in Journalism, Law, Communications, or related area; A combination of relevant study, academic qualifications and work experience can be accepted in lieu of the advanced degree.

Experience:

  • Experience in the area of knowledge management is essential.
  • Experience working with social media for professional purposes.
  • A minimum of 7 years of strategy development, communications and/or management-related experience at the international level, preferably in a Communications/Media environment.
  • Broad knowledge of the UN system in general.
  • Knowledge of UNDP programmes and policies an asset.

Language Requirements:


  • Proficiency in English; Knowledge of French would be beneficial.
