Knowledge Manager Vacancy at the Geneva Centre for the Democratic Control of Armed Forces

Job Title: Knowledge Manager, ISSAT

Reporting to: Deputy Head of ISSAT

Location: Geneva

Background: The post holder will form part of the core International Security Sector Advisory Team (ISSAT) at the Geneva Centre for the Democratic Control of Armed Forces (DCAF). The ISSAT provides a deployable capacity to support its 20 members (which include 14 bilateral donors, the UN, EC and OECD Secretariat) in creating strategic, successful and sustainable Security and Justice Sector Reform interventions in developing and transitional countries.

This is a demanding position that asks for both knowledge of security sector reform issues as well as technical information technology skills.

Tasks & Responsibilities:

The post holder will support the work of ISSAT by:

  • taking on the lead responsibility for the content and technical maintenance of the ISSAT and ASSET website;
  • monitoring inputs from registered ISSAT website users to highlight trends in uploaded lessons learned and ISSAT’s Community of Practice;
  • liaising with other ISSAT staff on evaluating trends identified in user feedback on the ISSAT website;
  • facilitating discussions in the Community of Practice and identifying ISSAT staff and expert roster members to help facilitate specific discussions both on the ISSAT and ASSET websites;
  • drafting an annual review of lessons learned and best practices that have been uploaded to the ISSAT website;
  • conducting an annual review and evaluation of the ISSAT and ASSET website services;
  • liaising with relevant stakeholders to promote the ISSAT and ASSET website including other DCAF departments, the website developers, donors and their relevant staff, multilateral partners (with a particular focus on the UN for future synergies in services), and ASSET members;
  • promoting forward thinking on strategies to the ISSAT and ASSET website promotion and engagement;
  • supporting the Head of ISSAT in implementing his programme of work, including substantive and other necessary support for his participation in official meetings and events;
  • undertaking such other tasks as may, from time to time, be required by the Head of ISSAT.

Qualities required: The post holder must be proactive and have demonstrated an ability to work as part of a multi-cultural, multi-disciplinary team. S/He must have excellent communication (verbal and written), and good drafting and presentational skills. Further the post holder must have a high level of technical knowledge on websites and communications. S/He must be able to analyse situations quickly and effectively, adapt to rapidly changing circumstances and produce workable solutions to meet customer requirements. SSR is a fast developing field and it will be necessary to retain currency in the latest thinking and developments. An interest in international relations and development issues, fundamental to the SSR concept, is highly desirable.

Qualifications: For this post, a Bachelor’s in computer science or communications is needed and a degree in international relations, political science or related field is highly desirable. A minimum of 4 years of experience in website/Community of Practice management is required. The team’s operating language is English however; fluency in French is also required for this position. Knowledge of Spanish or Portuguese is an added advantage.
