Knowledge Management, Monitoring and Evaluation Expert for International Media Support (2 years)

International Media Support (IMS) is a growing non-profit organisation working to support journalists and media in countries affected by armed conflict, human insecurity and political transition.

In more than 50 countries worldwide, IMS helps to strengthen professional journalism and ensure that media can operate in challenging circumstances.

A recent review of IMS’s internal capacity identified the need to strengthen the organization’s learning systems in order to enable IMS to capitalise on one of its most important assets – its accumulated knowledge of media support and development in conflict situations, fragile states and countries in transition.

Therefore, we are seeking a new dynamic colleague to develop and manage learning processes throughout the organization with a view to:

• Strengthening IMS’s organization-wide Monitoring and Evaluation (M&E) system to ensure that staff and partners have the opportunity to capture and reflect on lessons learned and best practices, and for the organization to develop its strategic approaches accordingly;

• Enhancing the role of the cross-organizational task groups as fora for the capture and analysis of thematic and technical knowledge;

• Documenting and standardizing the professional methodologies that make up the organization’s “toolbox” in order to make them more accessible to staff and partners, as well as to ensure the continued development of these tools.

Reporting to the Executive Director, the Knowledge Management/M&E Expert (hereafter the Expert) will, in particular:

• Assist IMS senior management in standardizing/harmonizing and applying a Results Based Management Framework as the M&E approach of the organization. The Expert will in consultation with the Executive Director and the Deputy Director determine the process for rolling out and applying an updated M&E process in IMS.

• Revisit the mandate of the various Task Forces, look at the listed and expected outputs and assist the Task Force to finalize the necessary work.

• Make more explicit the IMS tools and the strategic considerations that lie behind them in order to ensure improved internal learning and external sharing.

• Develop a format for optimizing the sharing of experiences across the organization.

• Revisit the methodologies and various types of assessments that IMS has prepared over the years and subsequently suggest ways to standardize or streamline media assessments within IMS.

* The link between the IMS ambition of being comprehensive and its past, present and future approach to assessments should be reviewed critically. Also, the various ways of engaging national and international partners in this process should be considered.

• Look at various processes, procedures and formats for the applying the RBM and suggest new standards to be applied across the organization.

• Linked to this, the Expert will assist in ensuring that the results of the work of IMS is widely published. In this task, the Expert will work closely with the Communications Unit.

The applicant should have:

• Relevant educational background (Journalism, Communications, Aid Management, International Development or the like) with at least 15 years of relevant professional working experience
• Working experience in international media or development cooperation
• Solid experience with project/program formulation and project management as well as in the development of M&E procedures and practices.
• Working experience from conflict/post-conflict situations is a must
• Strong team working skills
• Excellent language skills particularly in written English

The Expert will have approximately 30-50 days of travel a year.
