BACKGROUND

The Learning and Knowledge Management (LEARN) contract serves to support strategic learning and knowledge management (KM) at USAID to improve the effectiveness of USAID programs in achieving significant development outcomes.  DevTech is seeking an experienced professional to fill the role of Deputy Chief of Party (DCOP) for LEARN. Competitive applicants should have experience in knowledge management, strategic learning or developmental evaluation in an international development context.  This includes a proven ability to understand needs, develop appropriate solutions, lead teams and manage complex programs. 

 

PRIMARY DUTIES AND RESPONSIBILTIES

The DCOP will have a direct relationship with the COP in leading and managing the LEARN project team.  The DCOP must complement the COP in maintaining effective working relationships with USAID, subcontractors, and partners in order to effectively coordinate the implementation of the Contract. 

 

The Deputy Chief of Party (DCOP) will be responsible for: (1) supporting the COP in the provision of vision and leadership of the team; (2) managing the technical assistance and administration; (3) overseeing relationships with sub-contractors/sub-grantees; (4) implementing activities in accordance with applicable regulations; and (5) preparing and submitting technical and financial reports requested by USAID.

 

Managerial

  • Represent the COP (as required).
  • Serve as the secondary point of contact with USAID with regard to implementation and management matters relating to the contract.
  • Support the COP in the finalization of all contract deliverables      including work plans, reports, and evaluations.
  • Supervise the work of all      subcontractors.
  • Maintain a      collaborative relationship with subcontractors during the course of the Contract.     
  • Develop specific      scopes of work for short-term advisors to assist in the execution of the      design tasks.
  • Provide      sufficient and timely updates regarding implementation.
  • Conduct staff      reviews in accordance with DevTech’s employee manual.
  • Monitor the      budget and ensure sound financial management for the contract.
  • Ensure the      timely reporting of all accounts and employee timesheets, and consultant      invoices as required.

 

Technical

The DCOP will: 

  1. Support the COP in the provision of overall technical      leadership
  2. Ensure that all deliverables meet the quality and      ethical standards of DevTech

 

The DCOP will contribute to or review all of the deliverables for content and compliance with the terms of the contract. The DCOP will work closely with the team to prepare the final work plan as well as other contract deliverables.

DELIVERABLES

The DCOP is responsible for supporting the COP to ensure the timely delivery of the all deliverables noted in the contract.

EXPERIENCE/REQUIREMENTS

  • A minimum of five years of experience in learning and knowledge management or a related field.
  • The DCOP must have a demonstrated ability in effective personnel management, and the capacity to develop solid working relationships with the client and subcontractors.
  • Previous experience as a DCOP preferred and experience working in strategic learning and knowledge management strongly preferred.
  • A Master’s degree or higher in a relevant discipline (i.e. economics, public policy, international development, etc.).
  • Ability to fully and effectively communicate in English is required.
