why do  organization fail to align  knowledge management  efforts with the organization's strategic objectives?

please give us the examples of the knowledge management efforts and the strategic objectives

the strategic objective (I mean   things that an org wants to achieve) for example if  a construction company  launch  a knowledge  initiativesor project but fail to  those  initiatives or the objective of that particular  project  with  their most critical business objective . or still do not understand what im trying to say?
