Tuning in to University Campus Radio and Campus TV in Bangladesh
PREAMBLE
We, the members of University of ------------------------ do establish and maintain University Campus Radio and Campus TV station as a campus organization and adopt this guideline.
Name
The official name of this organization shall be University Campus Radio & Campus TV referred to hereafter as “UCRT”
Basic Principles/Non Negotiable:
Any Community or Campus Radio or Campus TV Station must be able to satisfy and adhere to the following principles:
a) The basic objective of the Campus Radio & Campus TV broadcasting would be to serve the cause of the campus and community in
the service area of the University Campus Radio & Campus TV.
b) It shall be unambiguously proved as a ‘non-profit’ organization or an institution and shall intend to provide the service to the local
community.
c) The University Campus Radio & Campus TV(UCRT) shall be operated by and shall be designed to serve only a specific well-defined
local community and campus,
d) It shall have an ownership and management structure that is reflective of the community that the UCRT seeks to serve.
e) Programs for broadcast shall be relevant to the educational, developmental, social and cultural needs and intended for necessary
information sharing and enabling the communal harmony in the society.
Purpose
University Campus Radio & Campus TV broadcasting has three primary purposes:
To provide quality on-air programming for Universities and its coverage area
To involve the community members (student/teacher/faculties and communities) it seeks to serve through activities, programs, special events, and community service.
To provide training and experience to its community members so they can involve themselves in program production and skills about state of art of broadcasting
University Campus Radio & Campus TV has the following aims and objectives:
- To bring life skills and educational, informational, Development Motivational & Entertainment programming fair to the universities students
To provide a platform to the students to build their communication skills and give them exposure to a working media environment.
The Campus Radio & TV Station also acts as a Community Broadcasting addressing community issues and building awareness about them.
The Campus Radio & TV Station also provides hands-on training to media students, Teachers and other students, Teachers of Departments. It trains them in various aspects of sound production, editing, script writing and anchoring
The Campus Radio & TV Station advocates access to information and communication, and promotes open and diverse media.
- Promoting dialogue for driving progress towards the UN Sustainable Development Goals (SDGs),National Five Years Plan, and other policies
- Create inclusive knowledge societies and empower universities communities by increasing access to and preservation and sharing of information and knowledge in line with protecting human rights, freedom of expression; universal access to information and knowledge; respect for cultural and linguistic diversity; gender equity and quality education for all.

Structure
University Campus Radio & Campus TV will be a campus community station operated in compliance with the Online Mass Media Policy (Draft) on 31 August, 2015 by Ministry of Information, Government of the People’s Republic of Bangladesh.
University Campus Radio & Campus TV (UCRT) shall establish and maintain a cooperative relationship with the University Administration, students, surrounding community, and broadcasting industry. It shall broadcast primarily through the ONLINE basis then Campus Radio & Campus TV will start regular broadcast when government will allow airwaves.
Funding for University Campus Radio & Campus TV shall be obtained from Universities and any acceptable legal means available to Campus Radio & Campus TV.
Governance: Custodian
The Department of Mass Communication and Journalism, University of Universities or any other department shall be the custodian of (UCRT), which is University property and shall be guided by a University Campus Radio and TV Advisory Council (UCRTAC).
The Department shall maintain an inventory of equipment at the radio station and will co-ordinate the functioning of the radio station. The University Campus Radio and TV Advisory Council (UCRTAC) and all participating members in the programming, production and broadcast of programs shall uphold this bylaw and execute all provisions set forth by it.
The Department of Mass Communication and Journalism or In charge Department shall do what is necessary to ensure smooth functioning of the radio and TV station including hiring the necessary staff as per University regulations. It will also be responsible and accountable for maintaining proper operations, maintenance, and conduct of The University Campus Radio and TV Advisory Council (UCRTAC) broadcasts.
Composition of the University Campus Radio and TV Advisory Council (UCRTAC)
The University Campus Radio and TV Advisory Council (UCRTAC) shall have the Vice-Chancellor or his nominee as the Chairperson. The University Campus Radio and TV Advisory Council shall be convened to meet, at least once in a semester by the Faculty In-charge, selected from among the faculty members of the Department of Mass Communication and Journalism or In charge department.
The Head of the Department of Mass Communication and Journalism/ in Charge department will be a member secretary of the University Campus Radio and TV. It shall also have the Station Co-coordinator, who is in-charge of the day-do-day affairs of the station, as a Special Invitee on its board. Besides these, the University Campus Radio and TV shall have as members from among the communities that it serves and faculty members of the University. The University Campus Radio and TV Advisory Council (UCRTAC) may, from time to time, co-opt members of the student community to assist it in running the affairs of the radio station.
The objectives and purposes of the University Campus Radio and TV Advisory Council (UCRTAC) include:
To assist in the development of University Campus Radio and TV’s Annual and strategic plan and to provide guidance for its implementation;
To review existing services for the purpose of improving the same and to provide guidance for the development of new services;
To be an advocate for University Campus Radio and TV throughout its geographic coverage area; and
To develop additional sources of funding for University Campus Radio and TV’s operation and to provide guidance with respect to expenditure of funds held for the benefit of Universities purpose.
The University Campus Radio and TV Advisory Council (UCRTAC) has the power to make all guidelines, rules and regulations including the ones not specifically outlined in this Constitution, and shall create and update a set of Bylaws that reflects the rules mentioned, in and only if in accordance with the Constitution.
Guideline shall be used to govern the programming, production, broadcast, moderation of programs and staff members and programming and production participants, as the University Campus Radio and TV Advisory Council deems necessary for its appointed term of governance. Bylaws may be implemented, repealed or altered by a 2/3-quorum vote of the Council. Bylaws may be reviewed with each newly nominated University Campus Radio and TV Advisory Council.
Faculty in-charge
The Head of the Department of Mass Communication & Journalism/ in -charge department shall nominate a Faculty In-charge of the Radio Station.
The Faculty In-charge will be responsible for the overall functioning of the radio station as per the policies laid down by the Government of Bangladesh in line with National Broadcasting Policy and Online Mass Media Policy (draft) and the Universities rule and regulations.
S/he shall also be responsible for drawing up annual budget estimates for the maintenance, upkeep & up-gradation of the radio station from time to time. As the Member secretary of the University Campus Radio and TV Advisory Council, she shall also be responsible of presenting the annual report to the University Campus Radio and TV Advisory Council.
Station Co-coordinator
The University Campus Radio and TV Advisory Council shall appoint a Campus Radio/Campus TV Station Co-coordinator who will be responsible for the day-to-day functioning of the University Campus Radio and TV Station
Supervision and involvement in ideation & production of quality programs and promos of the station
Co-ordination of talent inputs for production of programs and assign to those involved in production of program
Maintaining archives of the programs for a mandatory period of three months as required by law
Ensure that the content on the radio station is within the framework of the Guidelines issued for Online Mass Media Policy (Draft), Ministry of Information
Co-ordinate maintenance and upkeep of the radio studio and equipment on a regular basis.
Prepare annual performance reports to be submitted to the University Campus Radio and TV Advisory Council
Production Staff
Programs shall essentially produced by the students of the Department of Mass Communication and Journalism and other departments. However, University will strive to train as many members of the community as possible in production of programs for broadcast.
Committees
Committees may be established with duties outlined by the University Campus Radio and TV Advisory Council as deemed necessary by it. Only a regular member of the University Campus Radio and TV Advisory Council may be appointed to chair a committee and is empowered to call regular and special committee meetings and document the proceedings to report to the University Campus Radio and TV Advisory Council
The Committees may generally be convened to look into any grievances, programming content, promotion of the radio station, technology inputs/ up-gradation etc.
