BACKGROUND

The Water and Sanitation Program (WSP) is an international partnership to help
the poor gain sustained access to water supply and sanitation services.
Administered by the World Bank with financial support from several bi- and
multi-lateral donors, WSP is a decentralized partnership and operates through
offices in Africa, East Asia, Latin America and South Asia. A major thrust of
the programs is to help its clients prepare for and implement actions towards
meeting the water and sanitation (WSS) Millennium Development Goals (MDGs). In
pursuing their mission, WSP staff provides advisory support to projects and
policies, help identify and disseminate best practices and lessons from
experience across countries, assist clients in the implementation of pilot
projects to test out new ideas and facilitate informal networks of practitioners
and sector stakeholders. Additional information about WSP can be found on the
program website (www.wsp.org). WSP is seeking to recruit a consultant to
support the work of the Global Scaling up Handwashing project and, the Global
Scaling up Sanitation project.

The Global Scaling Up Handwashing Project has the primary goal of learning about
how to design and implement effective and sustainable handwashing behavior
change interventions at large scale. The project?s goal is to improve and
protect the health of poor rural and urban families (especially children under
five years of age) living in developing countries by promoting handwashing
behavior change. The project, which is being carried out in Peru, Senegal,
Tanzania, and Vietnam, tests whether innovate and integrated handwashing
behavior change communication activities (combining mass media, interpersonal
communication, direct consumer contact, and advocacy) can generate widespread
and sustained increases in the practice of handwashing with soap at critical
times. The project carries out a structured learning and knowledge sharing
process to harvest lessons learned, build the handwashing evidence base, and
develop tools for effective replication and scaling up of future handwashing
programs. A key to project success is generating, sharing, and effectively
disseminating knowledge.

The Global Scaling up Sanitation project will test new approaches to generate
sanitation demand at scale and increase the supply of sanitation products and
services that will result in increased access to hygienic sanitation and
improved health for poor households and communities in rural villages, small
towns and informal urban. The activities in this proposal will test state of
the art approaches at scale and have four main objectives: (1) support programs
to scale up demand creation for sanitation at the household and community level;
(2) support programs to improve and increase the supply of sanitation- and
hygiene-related products and services that are appropriate and affordable to the
poorest in the communities; (3) create enabling environments for sustaining and
replicating large scale sanitation programs; and (4) carry out a structured
process to develop the practical knowledge and tools to replicate and scale up
these programs at a reasonable cost and within the financial and institutional
constraints of new countries with different cultures. As reflected in objective
number 4, learning is critical to the project?s success. A learning strategy has
been developed to ensure that thoughtful and analytical learning and effective
knowledge dissemination and global advocacy takes place. A structured,
discipline process of generating sharing, capturing and disseminating the
learning is key to further develop evidence, practical knowledge and tools for
effective replication and scaling-up of sustainable sanitation programs. A
draft communications plan has also been developed to define the knowledge
products to be developed and disseminated.

DUTIES AND ACCOUNTABILITIES

WSP is seeking to recruit a consultant to provide knowledge management,
communications and capacity building support to the Global Scaling up
Handwashing project and the Global Scaling up Sanitation project. The candidate
selected for the position will support the knowledge management component of
learning strategy and action plan of the Global Scaling Up HW projects,
including:

1. Oversee management, monitoring and quality assurance of the editing,
translation (if needed) publication and dissemination process for all
electronic and written products produced by the Global Scaling up Handwashing
and Sanitation projects. This may include writing TORs, finding editors, etc.

2. Provide advice and guidance on effective positioning of knowledge products,
development of key messages, audience targeting, dissemination strategies,
etc.

3. Write documents as appropriate and needed. This may include but not limited
to repurposing of existing documents, advocacy and communications documents
(such as brochures, etc.) based on existing written materials and/or
interviews with technical staff, etc.

4. Take the lead in communicating, collaborating and coordinating the WSP
Regional communications staff who are supporting the country based capacity
building and communications strategies for both Global projects.

5. Take the lead in developing and managing all Scaling up HW and Sanitation
learning, knowledge management, capacity building and communication related
products from the country and global levels. Ensure all of these products
are available through the websites and other virtual platforms developed.

6. Work closely with the WSP-HQ communications team to insure coordination and
alignment of strategies and approaches. In particular, work with the WSP
web-master to ensure that the Global project related WSP web pages are
accurate, up to date, etc.

REQUIRED QUALIFICATIONS

Minimum qualifications include:

· At least a bachelor?s level degree(s) in journalism, communication, social
sciences, or other field relevant to the assignment and minimum 7 years of
relevant communications experience. Advanced degree and 5 years of relevant
experience preferred.
· Familiarity with development, public health, and/or the WSS sector.
· Excellent verbal and written communication in English and proven ability to
write/edit reports, articles and research guides for a variety of audiences
and media.
· Ability to work well in a team and share responsibilities and adapt to change
and a flexible work program.
· Experience with knowledge management, capacity building and learning
· Strong conceptual and research/analytical skills with the ability to think
strategically and rapidly analyze and integrate diverse information from
varied sources into conclusion and recommendations.
· Experience with management and quality control of contracts for
communications related services such as editors, desk top publishers, web
designers, etc.


PREFERRED QUALIFICATIONS

Working knowledge of Spanish or French.

Estimated Level of Effort

The maximum level of effort required for these responsibilities is 150 working
days.

Estimated Schedule

The contract will start on/about July 1, 2009 and end on June 30, 2010.

Management and Logistical Support

The consultant will report to the Senior Sanitation Specialist, no travel is
currently anticipated, and administrative assistance will be available.

Payment Terms

The assignment will be remunerated on a time basis as per the normal procedures
of the World Bank. Each request for payment should be accompanied by a short
progress report describing work and achievements during the payment period along
with any related products produced by the consultant.
