Position Title: Knowledge management for development specialist (long term consultant)

Scope of services:

The African Water Facility (AWF) is an initiative led by the African Ministers' Council on Water (AMCOW) to mobilize resources from donors to finance water sector facilitation and investment activities in Africa. The Facility has been established within the context of the Africa Water Vision (AWV) and the Millennium Development Goals (MDGs). The African Development Bank (ADB) is hosting the Facility. The AWF intends to apply part of its administrative budget to payments under the contract for a long term individual consultant specialised in knowledge management.

 

The services included under this consultancy are:

 

The Consultant shall assess the AWF knowledge management needs, develop strategies to meet those needs and ensure dissemination and outreach of the knowledge products. S/he will report to the AWF coordinator and will work closely with the task managers, the portfolio management, M&E and communication officers. The Consultant will have the following duties: (i) Define a knowledge management strategy and action plan; (ii) Supervise the design of knowledge products; (iii) integrate knowledge management aspects into the internal and external communication and outreach programme and; (iv) Promote effective utilization of knowledge management resources in AWF projects and strategy by increasing staff awareness.

 

Duration

The duration of the services are for a period of 180 calendar days with possibility of renewal. The assignment is expected to commence around October 2011 and be carried out at the AWF office in the AfDB in Tunis, with field missions. The Facility is expecting to create a Knowledge Management Officer position in 2012.

 

Required Qualifications:

- A minimum of 10 years of professional experience;

- 6+ years of experience in Knowledge Management-related positions (preferably with a focus on or significant experience in the water sector, or environmental sustainability) and a master’s degree in either knowledge management and related disciplines or water resources;

- Demonstrated experience in designing, planning and implementing knowledge-related initiatives, coordinating/collaborating with other teams and executing/facilitating programs and events involving knowledge management or knowledge creation;

- Experience with developing knowledge management programs and knowledge-related IT tools and online collaborative platforms would be an asset;

- Experience with designing learning and instruction programs is beneficial;

-Experience in creating a collaborative environment (e.g., developing teams, codifying knowledge, creating an incentive structure) and demonstrated ability in establishing a strong working relationship between program teams (e.g., work across organizational boundaries);

- Self-motivated project initiator who can build project concepts based on the needs of an organization;

-Excellent writing skills in English or French, with working knowledge of the other. Bilingualism will be an advantage;

- Results-oriented, team player, demonstrated ability to work in a multicultural environment and to maintain effective working relations with people of different nationalities.
