Position Description:                 


The International Training and Education Center for Health (I-TECH) is a federally-funded
project which supports the development of HIV/AIDS care and treatment training
initiatives serving healthcare providers in 25 developing countries acutely
impacted by the global AIDS epidemic. 
With an annual budget of approximately $65 million, I-TECH currently
supports 12 international offices and approximately 600 international and
domestic staff.  An initiative of
the University of Washington schools of Medicine and Public Health, in
partnership with the University of California at San Francisco, I-TECH is a
currently the largest center in the Department of Global Health.  In fact, it is one of the largest
centers at the University of Washington. 
I-TECH headquarters are co-located in Seattle at Cabrini Tower and the
Harborview Medical Center along with the primary Principal Investigator, Dr.
King K. Holmes, Chair of the Department of Global Health.


 


The purpose of the Training Development Manager for Distance Learning (TD
Manager/DL) position is to apply technical expertise in instructional design
and training program development and advanced skills in project management and
curriculum development to ensure the on-time and on-budget delivery of high
quality training and education interventions using appropriate distance
learning modalities by the I-TECH Global Network and the Department of Global
Health Center for Distance Learning (DGH CDL) in collaboration with funders and
local institutions.  The TD
Manager/DL works on the I-TECH Training Development Team (TDT) and as a liaison
to the DGH CDL to provide technical leadership and project management for the
I-TECH and DGH global portfolio of distance learning activities and to provide
technical guidance and advice to I-TECH and DGH teams in planning, developing
and delivering training sessions based in a distance learning modality. The TD
Manager/DL applies expertise in distance learning and skills in instructional
design and training program development to ensure that I-TECH and DGH CDL
training and education activities using distance learning technology are
grounded in an appropriate theoretical foundation, meet accepted professional
standards, and meet internal I-TECH standards. The TD Manager/DL will help
build the capacity of specific I-TECH country projects to meet I-TECH program
standards in training and instructional-design related technical areas and to
become independent and sustainable in these areas. The TD Manager/DL
understands distance learning programs across the I-TECH and DGH CDL portfolio
sufficiently to apply global lessons to individual projects and to help build a
global network of distance learning programs. The TD Manager/DL promotes
cross-network communication and sharing of best practices and lessons learned
in the areas of distance learning, instructional design, curriculum development,
training, and training/curriculum project management. The TD Manager/DL ensures
the effective engagement of additional technical resources from I-TECH
Clinical, Quality Improvement, and Communications teams and the DGH.  The TD Manager/DL is expected to work
with a high degree of independence in decisions, risks, and relationships.


 


It is the responsibility of all I-TECH staff to understand the organization’s
“Operating Principles” and apply the principles in their daily work.  All Training Development Team (TDT)
staff must also understand and apply I-TECH Training Program Standards to their
work. This position works specifically with I-TECH country projects and staff
implementing distance learning interventions and programs and with the DGH CDL.

  • A Master's degree or higher in Public Health, Instructional Design, Education, Communication, or related field is required.  An equivalent
    combination of education and experience may be substituted for minimum education
    requirement
  • Four years work experience designing, developing, and editing professional-level training materials for adults in international healthcare settings to include at least two years in a leadership
    role in a complex, multi-faceted project and at least one year of experience
    supervising the work of consultants or other staff
  • Strong knowledge of distance learning technologies and methodologies used in limited-resource settings to train adults in health care settings including appropriate application and learning
    goals
  • Strong analytical skills; ability to synthesize complex clinical content and present it in a clear, logical, appropriate format for a range of target audiences
  • Ability to exercise good judgment and decision-making
  • Excellent writing and editing skills
  • Fluency in both English (reading, writing, speaking)
  • Commitment to building personal and organizational capacity.
  • Demonstrated ability to communicate between colleagues with a variety of cultural backgrounds in a respectful and diplomatic manner
  • Demonstrated ability to enhance effective professional partnerships
  • Strong initiative, ability to develop and carry out work plans, and demonstrated skills for solving problems independently
  • Experience working in team settings, preferably in an international capacity.
  • Strong organizational, electronic file management, and computer skills including MS Office, Power Point, Excel and Access.
  • Exceptional skill with Adobe Connect Software
  • Successful public presentation skills.


 


Desired:

  •  Advanced experience in instructional design, distance learning, and/or project management
  • Three years of experience with work related to resource-limited settings.
  • Experience delivering training in resource-limited settings.
  • Capacity building and/or health worker training experience in resource-limited settings.


 


Conditions of Employment: 


This is a full-time position based at the I-TECH offices in Seattle.  The TD
Manager/DL position is typically Seattle-based but may require up to 20% travel
to countries with limited public health and safety infrastructure. 
Travelers must be prepared to follow the UW and US government recommended
precautions and prophylaxis for disease.  Up to several times per month,
the TD Manager/DL position requires participation in telephone conference calls
during the early morning and late evening to accommodate the time zones of
countries where I-TECH works.  Several times per year, complex
deliverables on short timelines may require work in excess of 40 hours.
