I like to see myself as a "policy entrepreneur". I have been working in international development cooperation for more than twenty years, at the university, in civil society organisations and mainly at the Spanish Agency for International Development Cooperation (AECID, www.aecid.es), in the capacity of General Coordinator of the Spanish Cooperation in China (2001-2006), Egypt (2006-2010) and Argentina (2011-2014). Since April 2014 to February 2020 I was the Director of the AECID Knowledge Management & Training Centre for Latin America and the Caribbean located in Santa Cruz de la Sierra, Bolivia. I also worked in the field of internationalization of higher education in Latin America.
I studied political science and international relations. In 2017 I decided to study a Master on Strategic Knowledge and Information Management in organizations at the Universitat Oberta de Catalunya (2017-2019).
Based on the above-mentioned, among the areas in which I am most interested I would underline:
1.-Knowledge management in international development cooperation organizations
2.-Knowledge-sharing, policy innovations diffusion and public policy networks (especially at the regional level in Latin America and the Caribbean)
3.-Collective intelligence and its implications in solving wicked problems/achieving SDGs.
4.-Planning, implementation, results-oriented monitoring (ROM) and evaluation of programmes and projects, especially in technical cooperation for capacity-building, at a national as well as at a regional level (South-South cooperation).
